Indian Technical & Economic Cooperation (ITEC)

Indian Technical & Economic Cooperation (ITEC) is an important pillar of India’s bilateral relationship. The ITEC Programme, born out of the vision of India’s first Prime Minister Jawahar Lal Nehru, was formally launched on 15 September 1964, as a bilateral programme of assistance of the Government of India, under the premiership of Lal Bahadur Shastri, the second Prime Minister of India  The decision regarding setting up the ITEC programme was predicated on the underlying belief that "it was necessary to establish relations of mutual concern and inter-dependence based not only on commonly held ideals and aspirations, but also on solid economic foundations. Technical and economic cooperation was considered to be one of the essential functions of an integrated and imaginative foreign policy."  

The ITEC Programme, fully funded by the Ministry of External Affairs, Government of India, was an earnest attempt by India to share the fruits of its socio-economic development and technological achievement with 161 countries in Asia, Africa, East Europe, Latin America, the Caribbean as well as Pacific and Small Island countries including Belarus. ITEC has been the most important vehicle for sharing knowledge, skill and expertise with the rest of the world and has acquired a strong brand name in our development partnership.  Beginning 1964, India has provided technical assistance of over USD 2.5 billion to developing countries. India spends over $12 million annually on varied ITEC activities. In 2013-14, over 10000 scholarship slots were offered under ITEC/SCAAP programme to 161 countries including Belarus.

Belarus- ITEC Programme

Belarus is one of the ITEC partner countries and the progress of ITEC Programme in Belarus is also very encouraging.  Friendship and bilateral cooperation between India and Belarus have grown steadily over the years. Since 1993, Belarusian nationals have been participating to various courses under the ITEC programme. Over 290 experts and specialists from Belarus have benefitted from ITEC programme in diverse areas such as Information Technology, Management, Administration, Banking & Finance, Education & Human Resource Development, English Language, Journalism, Diplomacy, Entrepreneurship, Water Resource Development, Internet Security, Crime Management, Legislative drafting for foreign parliamentary and Government officials etc. A few ITEC Alumni occupy responsible positions in the Government of the Republic of Belarus. Every year the Embassy of India in Minsk celebrates ITEC Day in the month of September or October. 

Announcement of ITEC Scholarship for the year 2018-2019

The Ministry of External Affairs of India has approved number of scholarship slots to Belarus for 2018-19. Further details about ITEC Scholarship Programme for the year 2018-19 can be seen at https://www.itecgoi.in/index.php  of the Ministry of External Affairs, Government of India.  

          The candidate must fill up the ITEC application online at the link, https://www.itecgoi.in  and submit a printout of the application through the nominating Ministry/Organization (Ministry of Foreign Affairs, Republic of Belarus) to the Embassy. 

     Who can apply?

  • Employees and officials in Government, Public and Private Sector, Parastatals, Universities, Chambers of Commerce and Industry.
  • Candidates should be between 25-45 years and having a minimum 05 years’ work experience.
  • Applicant should be medically fit.
  • Must have the required academic qualifications as laid down by the Institute for the selected Course.
  • Must have working knowledge of English to follow the Course.

Scholarship: The Government of India will bear the following expenses for the selected candidate:

  • Return international airfare by excursion/ economy class
  • Course fees
  • Accommodation – hostel (depending on availability, it could be on single or sharing basis) or hotel in case of non-availability of hostel accommodation.
  • Living Allowance @ Rs.835/-per day. Candidates are, among other things, expected to meet the expenditure for their meals from this amount.

General Information:

          The candidate is required to appear for interview at the Embassy.  Selected candidates are required to fully familiarize themselves regarding living conditions in India and about the Institute through the websites of the concerned Institute. ITEC Scholarship is awarded only once. Decision for grant of scholarship rests solely with the Ministry of External Affairs. Medical examination should be conducted in Nordin or Lode hospital or in any Government hospital for the applicants who are living in Minsk. Medical examination may be conducted in any Government hospital/clinic for the applicants who are living outside Minsk.
